Community Counseling Program Director - IMPACT - Huron in Huron, South Dakota

JOB TITLE: Program Director IMPACT Program

REPORTS TO: Deputy Director

FLSA STATUS: EXEMPT

ANNUALL SALARY RANGE: $50,000.00-$60,000.00 - DOEand E

SUMMARY

The Program Director establishes, administers, and directs the IMPACT team along with the Clinical Supervisor of the IMPACT team. IMPACT team is self-contained clinical teams which assume responsibility for directly providing needed treatment, rehabilitation, and support services to identified clients with severe and persistent mental illness. The Program Director supervises and evaluates the multidisciplinary team in conjunction with appropriate psychiatric support to ensure service excellence and courteous, helpful, and respectful services to program clients; and functions as a practicing clinician on the team.

This position serves adult individuals identified as having severe mental illnesses and to their families. Services provided will be in accordance with the plans and guidelines as established by Community Counseling Services and the State Division of Behavioral Health.

QUALIFICATIONS

Education and Experience

Program Director,at a minimum will possess an Associates Degree, and or combined experience in a Human Services field. Certificates, licenses, registrations

  • Valid South Dakota Drivers license
  • Must not be excluded from participating in Medicare, Medicaid, and any Federal health care program, as provided by the OIG, USDHHS.

  • Have people and problem solving skills to assist and support clients with severe and persistent mental illnesses and their families.
  • Solid organizational skill and ability to make contacts and establish relationships to get information necessary for the program to function within the larger system.
  • Knowledge of computers and software are required.
  • Must have a strong commitment to the right and ability of each person with a severe and persistent mental illness to live in unsupervised community residences; work in market jobs; and have access to helpful, adequate, competent, and continuous supports and services.
  • Skills and competence to establish supportive trusting relationships with persons with severe and persistent mental illnesses and respect for client rights and personal preferences in treatment are essential.

ESSENTIAL DUTIES/CRITICAL JOB ELEMENTS

Client Care

  1. Direct and coordinate the client admission process and assign case managers and back up case managers, coordinate intake with Business Office if needed.
  2. Develop and maintain program policies and procedures and revise as necessary.
  3. Initiate and maintain relationships, in coordination with other staff, with law-enforcement and other human service agencies, and with informal community resources (ie: landlords, employers).
  4. Perform on-call duty for crisis intervention and for staff supervision and consultation.
  5. Provide customer service and direction at IMPACT headquarters including performing the following: (1) triage and coordinate communication between the team and clients; (2) get answers to questions for clients, families, community resources, and agencies; (3) work with consumers to relieve urgent situations or to temporarily m nage them until other staff are available; (4) attend to symptomatic behavior (shouting and pacing) of clients who come into the IMPACT office for appointments with staff or of those who come in without a clear purpose (persons without something to do or who are in because of distress); and (5) decide when and how quickly to refer calls to other staff.
  6. Assess and report clinical behaviors and information (such as poor self-care, medical problems, and increased overt symptoms such as agitation) that are out of the ordinary for that particular client.

Supervisory

  1. Direct the day-to-day program operations of the IMPACT team including scheduling staff work hours to assure appropriate coverage for day, evening, weekend and holiday shifts and on-call hours; lead the daily team meetings and to do appropriate planning and coordination of treatment activities to ensure immediate attention to their changing needs.
  2. Coordinate with the CFO the development and administration of the IMPACT budget including line items to purchase necessary furniture equipment, communications device (ie: telephones, cellular phones, tablets), and supplies and to cover travel and transportation (ie: purchase or lease program cars), or cover mileage and insurance.
  3. Address program questions and issues in the area of service
  4. Participate in setting and maintain clinical and philosophical integrity of all services as prescribed by area of service goals and objectives.
  5. Utilize and supervise staff measurement reports as directed by the Deputy Director.
  6. Maintain confidentiality regarding privileged administrative and client information in a professional manner
  7. Other duties as assigned

Operations

  1. Participate in staff recruitment, interviewing, hiring, work assignments and performance supervision according to agency policies and individual quota expectations.
  2. Complete a medication administration-training course to qualify for assisting with administration of prescription and nonprescription medications. The training will be in accordance with guidelines as defined in the Division of Behavioral Health contract.
  3. Other duties as assigned including (but not limited to) creating and teaching skill-building classes, and participate in meetings of clinical and organization planning and management.
