Architect of the Capitol Facilities Supervisor in Washington DC, District Of Columbia

Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent, Senate Office Buildings, Client Services Division, Labor and Custodial Branch, Night Labor and Custodial Section. Serves as the Facilities Supervisor overseeing the night force work operations and management of the night labor and cleaning forces (i.e. custodial, labor (recycling), floor care, etc. Responsibilities Tour of duty for this position: Monday – Friday, third shift overnight. This is not a telework eligible position. This position is located in the Architect of the Capitol (AOC), Senate Office Buildings, Assistant Superintendent, Client Services Division, Labor and Custodial Branch, Night Labor and Custodial Section. The incumbent serves as the Facilities Supervisor overseeing the night force work operations and management of the night labor and cleaning forces (i.e. custodial, labor (recycling), floor care, etc.) and responds to any concerns that occur in the administration of the Senate Office Buildings (SOB). The position is considered essential. Responsibilities: Supervise a night custodial and trade workforce in the performance of their duties associated with building operations, maintenance and cleaning functions Coordinates and accomplishes special projects assigned by the Superintendent. Advises the Labor and Custodial Operations Manager and/or Assistant Superintendent, Client Services, SOB, on maintenance, repair and cleaning work needed. Consults with the Labor and Custodial Operations Manager for employee related matters regarding American Federation of State, County and Municipal Employees (AFSCME) Local 626. Provides advice and makes recommendations to the Superintendent on problems or critical matters as they pertain to building operations, maintenance, and cleanliness during the night shift operations. Prepares budgetary purchase requests/estimates for supplies, equipment and labor costs for night workforce operations. Provides expert advice and makes recommendations to the Superintendent on problems or critical matters as they pertain to building operations, maintenance, and cleanliness during the night shift operations. Reviews work schedules and progress reports submitted by subordinate supervisors to ensure work is completed as scheduled. Analyzes and evaluates requests for services. Responsible for short- and long-range planning, establishing goals, working in a team environment and interfacing closely with Superintendents Office in support of SOB operational needs. Oversees the performance of administrative and technical functions for night labor and custodial employees. Resolves complaints and grievances as delegated by higher level supervisors. Counsels’ employees on disciplinary problems, and other matters as required Responsible for utilizing knowledge and compliance applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner Performs other related duties as assigned. SPECIALIZED EXPERIENCE Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as having (3) three of the (5) four following: (experience MUST be identified in resume) Directs the management and administration of the operations of the Labor and Custodial Section. Plans and directs the overall work of the Labor and Custodial Section Exercises responsibilities in dealing with officials of other units and in advising senior management officials. Frequent contact with Senators, their staff members, committee staffs, supervisors, contractors and vendors. Provide recommendations concerning work requirements, work procedures, project resources, planning based on projected workload, SPECIALIZED EXPERIENCE - FACILITIES SUPERVISOR, GS-12 Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as having (4) four of the (5) five following: (experience MUST be identified in resume) Directs the management and administration of the operations of the Labor and Custodial Section. Plans and directs the overall work of the Labor and Custodial Section Exercises responsibilities in dealing with officials of other units and in advising senior management officials. Makes decisions on work problems presented by subordinate supervisors or by contractors Active participation in conferences, meetings or presentations involving problems or issues Education Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field of study related to the duties of the position can be used to qualify for the GS-11. Special Instructions for Foreign Education: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
