Position: Engineer 6 (Supervisor)
Agency: Coastal Protection and Restoration Authority (CPRA)

Responsibilities:
Serves as the project task lead for multi-million-dollar coastal restoration and flood protection construction projects
Use of specialized technical engineering functions (Civil, Structural, Geotechnical, Hydraulics, etc.)
Manages budgets, schedules, invoicing and projections
Provides regular updates to the Operations Chief and Assistant Administrator
Supervises and coordinates assignments of subordinate staff
Attends construction and project completion meetings
Inspects levees, floodwalls, pump stations and flood gates
Provides technical oversight to flood control entities to ensure goals are achieved as stated in the Letter-of-No-Objection for Levee Permits
Required Skills:
Extensive engineering experience
Ability to anticipate technical issues for which there may be very little precedent
Ability to balance economic, environmental and social considerations of topics which may be very controversial
The maximum salary for the Engineer 6 position is $144,560 annually. The Special Entrance Rate (SER) for the Engineer 6 position is $3,316.00 bi-weekly.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and one of the following:
Two years of licensed engineering experience.
Six years of professional engineering experience.
SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience.
A Ph.D. in engineering will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of required experience.
NOTE:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
NOTE:
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts
FUNCTION OF WORK:
Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.
LEVEL OF WORK:
Supervisor.
SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.
Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.
Supervise and coordinate assignments of subordinate staff, as well as attend construction and project completion meetings and inspections for levees, floodwalls, pump stations and floodgates. Ensure timely development, and communication as needed, of records of meetings, inspections, punch lists and resolutions. Provide technical assistance and oversight as needed for ongoing and future construction activities.
Facilitate proper coordination between personnel, as well as contractors, consultants, USACE, Coastal Levee Districts, and other Flood Control entities during the development of documentation ensuring the design life and proper operations and maintenance of flood control systems.
Reviews, comments, and performs engineering calculations, and answers inquiries received from the general public, consulting engineers, government agencies, etc. regarding permit applications for the construction of levees by private and/or local government agencies.
Supervises personnel and provides technical oversight to the Coastal Levee Districts and other Flood Control Entities to ensure that they are achieving the goals of the Letter-of-No Objection for Levee Permits. Accumulates and applies broad working knowledge of the complex flood control and hurricane protection permitting and documentation issues and programs, state and federal regulations, proper record keeping, agency policies, etc. with CPRA staff, the Levee Boards, and other Flood Control Entities.
Performs Emergency Response Duties during a state declared emergency and acts as the primary GOSHEP. As part of the emergency response this position is responsible for coordinating with levee districts and participating in UCG/USACE calls and briefings to the CPRA leadership.
